We need to determine our procedures for writing, editing, and voting. Here's a rough idea taken from the Old Ainur Forums and edited.
The Speaker
Rule I
The Speaker shall be elected at the beginning of each term by simple majority vote, and shall serve until the end of the Session unless the Speaker expresses its lack of confidence by simple majority vote.
Rule II
The Speaker shall maintain good order in the Legislative Council, and shall ensure the speedy transaction of business.
Speech and Debate
Rule III
Citizens excepting the King may only speak in the Council Chambers when invited by the Speaker or a majority of the Council.
Parliamentary Procedures
Rule IV
Any Councillor may propose a Resolution, or other pertinent motion.
Rule V
Once a Resolution has been proposed, it shall be open for debate for at least 24 hours or until a majority of Councillors ask for the Resolution to be put to vote, it shall be put to vote by the Speaker within 24 hours.
Rule VI
During debate, the proposed Resolution may be amended by the Council if it is the general consensus that is should be changed, or if a majority of the Council would like it to be changed.
Rule VII
All votes in the Council shall last for 24 hours, or until all Councillors have voted. A Resolution or motion shall be considered passed if supported by the proportion of Councillors required by these Rules, or another law.
Absences
Rule VIII
A Councillor may request a leave of absence. If approved by the Speaker, the Councillor shall be exempted from all duties as a Councillor for the duration authorised. An authorised absence may not exceed two calendar weeks.
Rule IX
Any Councillor who exceeds the authorised absence shall automatically be considered to have vacated their office.
Rule X
Any Councillor who is inactive for a period exceeding seven calendar days without an authorised absence shall automatically be considered to have vacated their office.
Amendments to these Rules
Rule XI
These Rules shall become operative when approved by a simple majority of those Councillors voting.
Rule XII
These Rules may be amended by a simple majority of those Councillors voting.
