We, the Citizens of Almaren, under the banner of Crushita Telcontar and a desire to rebuild from the remains of the old community, with a desire to establish a more perfect community that shares in values of being free and fair, do hereby establish this document as the Constitution of Almaren
1. All executive authority is vested within the Monarch, who may delegate any such authorities as they seem fit. The Monarch has all authority to participate in discussions of policy.
2. The Monarch has all authority to determine the line of succession, and may appoint a regent to serve in their absence, in the event of an absence without a regent the Successor is appointed as Regent, should a successor have been chosen. No law or act may modify or alter the line of Succession. The Monarch may only be removed by abdication. The Regent has all authorities granted to the Monarch, except for that of determining the line of succession.
3. The Monarch has the authority to declare war upon any other region or organization at the discretion of the Monarch. The Monarch has the exclusive authority to negotiate treaties and declare a state of peace.
4. The Monarch may issue binding decrees in matters that they have executive authority over, in addition to any additional authority delegated to the Monarch by law. Any decree on matters delegated to the Monarch may be overturned by the Council of Commons with a two-thirds super-majority vote, of those voting, to overturn.
5. The Monarch serves as the World Assembly Delegate of the region of Almaren, unless otherwise delegated by the Monarch.
6. The Monarch is in charge of running elections and determining the procedure of elections in the absence of any law otherwise. The Monarch may delegate this authority to a designee at the discretion of the Monarch, any person running the election can not be a candidate in the election, nor may the Monarch serve in any position in the region aside from Monarch.
Article II - Council of Commons
1. All legislative authority is vested in a unicameral legislature called the Council of Commons. Each member is called a Councilor. No Councilor may be appointed to run elections while still a Councilor.
The Council of Commons
2. The Council of Commons is comprised of no less than three (3) elected citizens who are elected on the first day of January, March, May, July, September, and November. Each member is elected by plurality vote. In the event of a tie between two or more candidates, both being having met the threshold to have held a seat without a tie, a run-off vote is to be conducted to resolve the tie. If a vacancy occurs within the Council of Commons, a Special Election is to be held within seven days of the vacancy being created, except for when there are only twenty-one (21) days remaining in the term.
3. The exact number of seats permitted in an election of the Council of Commons is determined by the Council of Commons prior to the start of elections, provided the number of seats is an odd number and no less than the minimum amount of seats permitted. If the Council of Commons fails to set the number of seats prior to the start of elections, the same number of seats as the term in session is used. Until the count of citizens in the region reaches forty-five (45) no changes to the seat count is permitted beyond affirming the seat count. The Monarch, or their designee, is to declare the amount of citizens to the Council no less than one week prior to the start of elections. It is recommended that the number of seats in the Council of Commons is kept such that each Councilor represents no more than fifteen (15) citizens.
4. Upon the conclusion of the election, the Council of Commons is to, under the supervision of the Monarch, select a member of its own to preside as Speaker. Further procedure is declared within the Procedural Rules of the Council of Commons. The Speaker is to enforce the procedure of the Council of Commons.
Legislative Process
4. All legislation is to originate from within the Council of Commons.
5. Upon the passage of any legislation by a simple majority vote in favor, unless otherwise required by this Constitution or any other law of Almaren, the Speaker of the Council of Commons is to present the legislation to the Monarch after which the Monarch may either approve or veto the legislation, if the legislation is approved it becomes law. If the Monarch fails to render a veto or an approval for legislation within seventy-two (72) hours of it being presented, the law automatically gains the approval of the Monarch. The Monarch's veto is absolute and may not be overridden.
Authorities and Duties of the Council of Commons
6. The Council of Commons has the authority to pass legislation, repeal previously passed legislation, propose amendments to this Constitution, and take any other action deemed necessary and proper to execute the authorities and duties vested in the Council of Commons by this Constitution.
7. The Council of Commons has the authority to create and revise their own procedural rules.
8. The Council of Commons the authority to issue non-binding resolutions expressing the sense of the Council in relation to all matters.
Article III - Bill of Rights
1. No law, act, or ruling will abridge the right of citizens to speech and the integrity of their thoughts.
2. No citizen can have their citizenship removed without knowing the reasoning behind the revocation, and the right to appeal the revocation
3. All citizens have the right to a fair and impartial trial before a Council of their peers.
4. Citizens have the right to manage their nations without the interference of the government, except for caps placed on the number of World Assembly endorsements fr the protections of the legal delegate.
5. Citizens have the right to petition the government for a redress of any perceived grievances.
6. No citizen can be compelled to join the World Assembly, outside of emergencies or war. Nor can any citizen be forced participate in any other inter-regional or extra-regional bodies regardless of the state of the region.
7. Citizens have the right to stand for any elected government offices for which they qualify. Citizens have the right to vote in any regional elections required by this Constitution or any law enacted by the Council of Commons.
8. No citizen may be tried for crimes or actions that were not prohibited by law or regulation prior to their action, excepting for matters involving Terms of Service or violations that endanger the existence of Almaren. 
Article IV - White Council
1. All Judicial and Administrative authority is vested in the White Council.
2. The White Council is made up of the Monarch, all Councilors, and any other person designated as a member by law.
3. All meetings of the White Council are private, unless a crime has been designated as a high crime is committed. In the event of such, a public judicial hearing must be held, the procedure of which is determined by the White Council.
4. The White Council can issue any punishment for lower crimes that it sees fit, in accordance to their own procedure.
5. The White Council has the exclusive authority to designate crimes as high crimes and to set the minimum punishment for such crimes.
Article V - Amendments
1. All amendments to this constitution must be passed with a three-fourths super-majority of the Council of Commons, after which it must obtain the assent of the Monarch. In all other respects, it is a regular act.
2. No amendment to Article III can deprive any citizen of their rights without it passing a plebiscite vote, of which all citizens of the realm are eligible to vote in. Such a vote must pass with an eighty per-cent (80%) qualified super-majority of all citizens that vote in favor of the amendment in addition to the requirements in Section 1 of this Article. Nor can any amendment be passed to this section without meeting the same threshold, and no amendment can remove this requirement Amendments to correct grammar, styling, and numbering of this section or Article III require a plebiscite.
